What is a charter school?
Charter schools are public schools that are funded by the state.
In 1991, Minnesota became the first state in the nation to authorize
charter schools. The law (M.S. 124D.10-11) permits educators,
parents, and other community members to create independent public
schools. The intent is to encourage innovation and positive change
in education, and to provide parents, students and educators with
choices beyond traditional school districts. To promote meaningful
innovation and change, charter schools are exempt from many statutes
and rules governing school districts, but are held responsible
for results.
Charter schools have quickly become a significant option for
Minnesota students. More than 12,000 Minnesota students attend
charter schools. Ninety-one charter schools are approved to operate
in Minnesota in the fall of 2003.
Why small schools?
Research is steadily accumulating to show that small high schools
are much more effective places for educating students. While being
small is not enough to guarantee that a school will be of high
quality, research suggests that when comparing students in similar
communities, those who attend small schools are more likely to
graduate, to have higher levels of achievement, to behave better,
and to have more positive feelings about education. At the same
time, teachers are likely to report greater satisfaction and higher
morale. A major study commissioned by the U.S. Department of Education
verified that the value of small schools has been "confirmed
with a clarity and a level of confidence rare in the annals of
education research."
When are the Star High Schools opening?
The Star Schools will open in September 2004 and 2005.
How much will it cost to attend a Star School?
The Star High Schools are public schools and do not charge tuition.
Who can attend a Star High School?
Any student who meets the grade/age requirements may apply. Like
other public schools, the Star Schools cannot discriminate against
any student because of gender, religion, race, or special needs.
How do students register?
Students apply by registering directly with the school of their
choice. Visit the individual school's websites for contact and
registration details.
Will Star High School students have access to extra-curricular
activities?
Extra-curricular activities will be an important part of the
Star High School experience. The Star collaboration will allow
us to offer programs that are often difficult for individual small
schools to provide.
What is the Center for School Change?
The Center for School Change is a program of the Humphrey Institute
of Public Affairs at the University of Minnesota. The Center works
with educators, parents, business people, students, policy-makers
and other concerned people throughout the United States to:
- Increase student achievement.
- Raise graduation rates.
- Improve student attitudes toward learning, their schools, and
their communities.
- Strengthen communities by building stronger working relationships
among educators, parents, students and other community members.
How is the Bill & Melinda Gates Foundation supporting the
Star High Schools?
Through a grant to the Center for School Change, the Bill &
Melinda Gates Foundation has awarded each Star School $280,000
and is supporting extensive technical assistance to the schools.
